Commentary In a season of changes, this week's big change was the ascension of Rep. Ed Markey (D-MA) to Chairman of a new Subcommittee on Energy and Environment, which will be the first stop for climate change legislation in the House of Representatives. Markey is taking over for Rick Boucher (D-VA) who will move to Telecommunications. The shift from Dingell-Boucher to Waxman-Markey could have significant implications.
